The Singa Hitam is an illegal paramilitary faction in the Just Cause: Panauan Horizon project.

History[]

Presently, not much is known about the Singa Hitam's origins. It can be assumed that the Singa Hitam formed during the Battle of East Tanah Raya at some point in 2018.

During early January 2019, Agent Karim "Burj," Saddam, (known as "Farid Alyani" in Panau as a cover name,) suggested to the Singa Hitam's leader, Kolonel Sartoro Agung - the commander of the Paya Luas Panauan Air Force Base, that the utilization of mercenaries would benefit the Singa Hitam and would prove useful to the fight against the incursions from the Sons of Pandak and the Senja Selatan Armed Forces. During intense debates and constant discussions, the Singa Hitam's leadership eventually agreed to employing the use of mercenaries. However - only Agent Burj (and Agent Banks) is aware that the "mercenaries" being employed and utilized by the Singa Hitam are de facto connected to The Agency, which is unbeknownst by everyone else.

During the middle of January, Kononel Agung authorized a Panauan Air Force cargo plane to fly out of the Republic of Panau and into Vietnam. After the Singa Hitam secured the "precious cargo" (the team of seven agents/"mercenaries,") they issued them new uniforms and firearms for the battles they were planned to participate in after landing at Paya Luas and arriving back into Panau. However, due to unrelenting weather, the Panauan cargo plane had to divert its flight path and ended up flying in East Tanah Raya's coastal waters. During an impending advancement into the Pelaut Archipelago, Fil Marsyal Hartono was broadcasting an advancement speech on live television on top of the central building at the Cape Carnival Senja Selatanian Air Force Base and took the sudden opportunity to launch a shoulder-mounted missile launcher at the Panauan cargo plane. As a result, one agent was dislodged over East Tanah Raya's coast, and the plane managed to glide and crash on a beach slightly west of the Kepaualauan Pelaut Gamma Communication Station.

Due to the crash, Kolonel Agung was summoned to Panau City by Marsekal Besar (Marshal of the Air Force) Hadi Liem and was demanded to provide an explanation for the incident that Kolonel Agung was responsible for. During this time, Kolonel Agung transferred all administrative power to Letnan Kolonel Qaid Shing, as they assumed Kolonel Agung would not return. When the fighting became closer to Paya Luas, Letnan Kolonel Shing arrived to Paya Luas for the precious cargo and initiated Contingency Order 4 - the evacuation of all Singa Hitam assets and personnel, alongside Direct Governing Order 12 - the initiation of a tactical retreat from contested, preoccupied, or imminent threat areas and zones.

This is an illegal paramilitary faction that is unofficially associated with the Panauan military, but is solely founded and operated by senior officers within the Armed Forces of the Republic of Panau. The knowledge of the faction remains entirely unknown to the typical and average Panauan military member, to include those of the highest ranking.

Purpose[]

The Singa Hitam serves as a refined version of the Pemulihan Terang, formerly lead by Kolonel-turn-Brigadir Genderal Long back in 2016 and 2017. The Singa Hitam serves as a "black operations" group that covertly defies President Baswedan's anti-military, anti-conflict, and pro-peace agendas and policies. During the later half of 2018 and 2019, the Singa Hitam was under a stalemate due to the changing tides of the war and how the Sons of Pandak began multiplying in militaristic and political manpower.

During 2018, the Singa Hitam - alongside the rest of the Panauan Military, were able to reclaim most, if not all of East Tanah Raya. Most of this was due to a temporary transfership of presidential power, but the Panauan military and the Singa Hitam's efforts were subsequentially undone due to President Baswedan reinstating his radically pacifist policies and agendas.

Contingency Order #1 During the absence or death of the Commander of the Singa Hitam, the Deputy Commander will become Sole Commander, and the Delegate Commander will take the place of the Deputy Commander.
Contingency Order #2 During the event of the enactment of Guided Orders (the absence of federal and/or territorial governance, regulation, and/or oversight,) a base commander within the Singa Hitam may declare a need of assistance during dire circumstances.
Contingency Order #3 During the event of malicious or hostile targeting on a federal or territorial level, a base commander within the Singa Hitam may declare a need for assistance or backup from an ally within the faction. This Contingency Order is the equivalent to needing representation or legal assistance from an ally during the case of financial defunding threats, forced retirement/firing, or a base/institution shutdown.
Contingency Order #4 During the event of being overrun by the enemy, facing a shutdown or investigation by the federal government, or otherwise other malicious acts that may impede or expose the Singa Hitam, specified Singa Hitam leaders may initiate Contingency Order #4, which, without question, will allow the seizure, evacuation, transportation, or concealed movement of Singa Hitam assets, property, and other faction belongings.

Equipment Used by the Singa Hitam[]

The Singa Hitam utilizes a variety of firearms, although they almost exclusively use what the Panauan military has stockpiled.
