The National Panau Police Department is a faction in the Just Cause: Panauan Horizon project.

Background

The National Panau Police Department, formerly known as the "Panau Police Department," is the main civilian law enforcement agency within the Republic of Panau. The National Panau Police Department falls under the Ministry of Justice of the Republic of Panau, and often works alongside with the Armed Forces of the Republic of Panau's military police in disputed or contested areas.

History

The formation of the National Panau Police Department is widely unknown.

Papa Panay’s administration

Under President Papa Panay’s reign, the Panau Police Department was a well-funded and thriving organization with a respected reputation in many parts around the Republic of Panau. During this time, the Panau Police Department had its own uniforms, rank insignia, vehicles, and firearms.

Pandak Panay’s administration

Under Pandak “Baby” Panay’s reign, the Panau Police Department was widely defunded and retired, while all Panau Police Department personnel either quit or transferred to the Armed Forces of the Republic of Panau to serve as infantrymen or military police for the various branches. President Pandak Panay stripped most regulations from the Armed Forces of the Republic of Panau, and allowed the Panauan Military Police to have free reign over all citizens and foreign nationals.

Panau Falls Casino incident

Some time in 2010, a military police unit was tipped off from the higher command of the Panauan Army, alongside the Federal Government of the Republic of Panau, about a “foreign hostile threat” present in Panau Falls Casino, and preformed an operation to restrain, apprehend, and capture the “foreign hostile threat.” However, during their military operation, the Panauan military policemen were caught up in a shootout against the aforementioned foreign hostile threat; alongside another foreign hostile as well.

After the two foreign hostiles has escaped from the Panauan Army military police, the Panauan Army continued the pursuit against the two foreign hostile threats.

Internally, the failure to apprehend the two foreign hostiles was a massive blunder to the Panauan Armed Forces and to the particular Panauan Army military police unit. Although externally, the botched operation was downplayed and swept under the rug. For the involved Army military policemen that survived, records indicate that they were executed.

Fadil Baswedan’s Administration

Panauan Hope

Under President Baswedan’s administration, the Panau Police Department was reestablished during his first term, while being cleansed and restored to order. However, it would not be until the middle of his first term, when there would be a tremendous rebranding and rebuilding of the Panau Police Departmemt to the National Panau Police Department. This would be done while the Ministry of Justice of the Republic of Panau would also go through a shakedown and restructure.

2011 departmental shakedown and reconstruction

Immediately after President Pandak Panay was eliminated, President Fadil Baswedan - after his suspicious election, re-established the Panau Police Department. Under this, he brought back everything the Panau Police Department had under it, such as the rank insignia, the uniforms, firearms and weaponry, vehicles, and so on.

2012 departmental rebranding and reimagining

In January 2012, the Panau Police Department became the National Panau Police Department. The changes to the department improved the quality of life to all officers by removing any and all references and integrations from the Panauan Military, and the National Panau Police Department would then fall under the Panauan Ministry of Justice. By falling under the Panauan Ministry of Justice, the National Panau Police Department’s officers are able to live like civilians and be free from military regulations and standards. Although, the job of being a frontline officer in itself retained most regulations set in place under both Papa and Pandak Panay’s administrations, mostly due to law enforcement being a highly disciplined job, the President’s cabinet felt that NPPD Officers would be held back in terms of function if they remained operating in a militaristic function.

Despite the NPPD "falling under" The Panauan Ministry of Justice, they would only receive government funding from the Panauan Ministry of Justice. The National Panau Police Department's employees (i.e. law enforcement officers, admin personnel, etc) are not considered to be government employees. Because the NPPD receives federal funding while remaining non-federal and non-territorial, the NPPD has their own set of exclusively utilized and owned firearms, uniforms, vehicles, and technology.
