It's another air base in North Rusan, albeit this one is underground.
The volcanic eruptions of long ago created a very intricate cave system in some of the mountains, and the North Rusanian Military exploited that in the 1990s. Today, this base is used not only to train pilots, but also act as a simulation ground for special forces.
