The Ministry of Justice of the Republic of Panau is a government agency or entity operated solely by the Federal Government of the Republic of Panau. This is a part of the Just Cause: Panauan Horizon project.

Information[]

The Ministry of Justice of the Republic of Panau works with enforcing federal laws that are above a territorial jurisdiction within the Republic of Panau. After 2010, the Ministry of Justice underwent a massive regulatory shakeup and change of operation. This resulted in a significantly dramatic decline in persecutions and sentencing for mundane and petty crimes that were often cited during the Pandak Panay Administration. However, the enforcement of laws in regards to crimes against humanity, trafficking of drugs, humans, and firearms were tightly enforced and regulated, and blue collar crimes began higher enforcement.

The mains goals for the Ministry of Justice of the Republic of Panau is to reinstate public trust towards the country's stability, and fix the government's legal and prosecution reputations. It is also intended to hold criminals accountable on a federal level, and to crack down on illegal paramilitaries and other forms of unauthorized factions.

The Ministry of Justice of the Republic of Panau is located in the Presidential Tower in Panau City.

Divisions[]

Panauan Horizon Ministry of Justice Structure

The Ministry of Justice has several divisions, most of which were created after 2010.

Divisions:

  • Division of Civil Rights (Enforces anti-discrimination laws of race, sex, and disability. National origin and religion is case-by-case.)
  • Division of Criminality (Enforces laws on a federal level, and prosecutes applicable criminals, factions, or organizations when applicable.)
  • Division of Human Protection (Enforces laws in regards to anti-trafficking operations, child-based protection services, anti-prostitution, and others amongst this realm.)
  • Division of National Security (Enforces civilian laws in regards to treason, spying, sabotage, espionage, and other harmful acts that go against federal property or other elements under federal jurisdiction.)
  • High Court of the Armed Forces of the Republic of Panau (Enforces military laws in regards to treason, spying, sabotage, espionage, or other harmful acts that jeopardize national security, federal property, or other elements of that realm.)

Law Enforcement Division[]

Not to be confused with: National Panau Police Department

The Ministry of Justice also has a considerably small paramilitary section within the organization that acts more as a federal law enforcement agency more than anything, or at least as "an incredibly small army." If a wanted fugitive is reported or seen within the federal borders of Panau, (which incapsulates all contested and occupied territories,) then the Ministry of Justice's Law Enforcement Division may be activated to travel and seek the fugitive. This law enforcement division of the Ministry of Justice has 100 people.

A division is made up of:

  • 2 Companies:
    • Alpha
    • Bravo

Both Companies has:

  • 1 Company Chief (overlooking three company commanders)
    • 3 Company Commanders (overlooking 5 squads)
      • 10 Squad Officers/Leaders (5 per squad)
        • 10 Deputy Squad Officers/Leaders (5 per squad)
          • 8 Squad Members (per squad)
            • 188 total officers, 180 fit for field operations

In turn, the Law Enforcement Division of the Ministry of Justice of the Republic of Panau employs 188 officers, with only 180 officers available for field operations. The remaining 8 officers that are commanders or chiefs serve in an administrative role. Squads in the Ministry of Justice are not assigned to any particular territory or general area. If an active notification appears on the Ministry of Justice's fugitive reporting roster, any squad can opt to work on it by investigating and capturing the reported fugitive.

Due to the severity of the war and ongoing conflicts in the southern and eastern parts of Panau, the Ministry of Justice had restricted reports of fugitive sightings. However, if a report was in a contested area, a squad may opt to take it depending on the local severity.

Prisoner Employment Divison[]

The Ministry of Justice employs its prisoners to manufacture, repair, or otherwise preform services that assist with the Armed Forces of the Republic of Panau, the National Panau Police Department, or society in general. Panauan prisoners mainly work on the various off-shore oil rigs surrounding the country. Prisoners are sentenced in Panau City and from there, they are transported to the oil rigs. However, depending on the crime or physical stature of the incarcerated individual, they could also be sentenced to the lumber industry, where they would end up at the Sea Breeze Saw Mill. Due to the impending conflict with the Senja Selatan, that consequence has been placed on a temporary hold until the region is regained. Additionally, prisoners whom have not committed violent or suspicious crimes are sent to work on military bases and are often seen working within the bio fuel shafts and surrounding areas where vehicle maintenance is preformed.

Most production operations are executed from the oil rigs. Pelan Gas Telok Panau, located in the middle of the country, is a very popular destination for prisoners. While prisoners do not get to "pick and choose" where they end up, Pelan Gas Telok Panau is a major site when it comes to the Panauan military and the National Panau Police Department's military uniforms, ballistic vests, and other wearable items and armor. However, if prisoners are not assembling uniforms and textile products, then they are working in mechanical, electric, or POL (petroleum, oil, and lubricant) occupations while on the oil rig.

If a prisoner is not on an oil rig, then they are working in the agriculture industry. The agriculture industry can be equally as grueling as working on an oil rig, but prisoners are supervised more intensely due to there being more avenues to escape. Before the formation of the Senja Selatan, prisoners were often sent to the lumber industry in order to expand upon existing settlements and create new settlements across the Selatan Archipelago, East Tanah Raya, the Panau Tengah Bay, and portions of the Senjakala Islands.

Prisoner Escapee Problem[]

The Ministry of Justice takes into account for every single prisoner they have under their control. Before the formation of the Senja Selatan, Panau was no safe haven for prisoner escapees - mainly due to the Ministry of Justice's Law Enforcement Division having full grasp over the country. However, since the formation of the Senja Selatan, prisoners held captive under Panau's Ministry of Justice would flee to the Senja Selatan.

During the Senja Selatan's early days, the Senja Selatanian government accepted Panauan fugatives into the country, but barred them from voting or serving in the military due to their criminal status in the neighboring country. However, when the war was declared in the final days of December of 2017 against the Republic of Panau, the Senja Selatanian government began accepting certain types of Panauan fugatives to serve in the Senja Selatanian Armed Forces. As time when on through 2018, when Tri-Point Private Military Consulting became a prospect in the war (siding with the Senja Selatanians,) Panauan fugatives flocked to Tri-Point and were gainfully employed to fight against Panau. When the Sons of Pandak eventually formed much later on, Panauan fugatives served under the Sons of Pandak and commanded over foreign fighters and mercenaries within the organization.

The Ministry of Justice's Law Enforcement Division will take reports of sighted prisoner escapees and jump on cases to investigate, as it is their sole job to do so. They will accept help and assistance from any additional law enforcement and military organizations. Despite this, the Armed Forces of the Republic of Panau occasionally assists the Panauan Ministry of Justice's Law Enforcement Division by locating and capturing fleeing prisoners when they try to swim away from the offshore oil rigs or flee through forested areas. The Panau National Police Department usually finds fleeing prisoners in police checkpoints. The Panauan military and Panauan police department only apprehend prisoners if they are in the way, sighted by, or made themselves an obvious target by police or military officials.
