The Bluewater Syndicate is a criminal faction in the Just Cause: Panauan Horizon project.
Information[]
The Bluewater Syndicate began formal operations in January of 2014, shortly after disbanding the former faction known as "The Roaches." Functionally, the Roaches and the Bluewater Syndicate operate the same way, although the functions of the Bluewater Syndicate have expanded exponentially.
The Bluewater Syndicate is said to be universally hated, and mainly opposes the Panauan People's Resistance Front, the Ular Tribe, and both federal governments of Panau and the Senja Selatan
Stakes and Assets[]
The Bluewater Syndicate owns properties and land throughout Panau, and in other countries.
Since 2014, The Bluewater Syndicate has ownership over the Three Kings Hotel (although became partial in 2017,) and owns small pockets of land throughout the Lautan Lama Desert, West Tanah Raya, the Selatan Archipelago, and the Selatan Archipelago.
Utilizing a shell media company, the Bluewater Syndicate also broadcasts news, music, and other digital media from the PBC Tower.

Operations[]
The Bluewater Syndicate takes what they had from their days as The Roaches.
Human Trafficking[]
The Bluewater Syndicate will utilize their associates and enforcers to complete human trafficking operations - with or without their consent. Often times, victims of human trafficking will end up in eastern Africa, southern Europe, central Asia, or the western hemisphere.
Smuggling[]
When it comes to smuggling, the Bluewater Syndicate will assign specialized enforcers to smuggle contraband (i.e. guns, drugs, or other illicit content,) through international waters and into other countries.
Gambling & economic fraud[]
Gambling is inherently a risk. However, specialized enforcers and captains will run gambling operations and other forms of economic fraud (i.e. money laundering,) all throughout Panau.
Enforcers will often run food stalls in highly populated areas (i.e. Country capitals, tourist resorts,) and operate legitimate companies throughout Panau and the Senja Selatan.
Captains oversee the stock market and monitor the companies that are at risk or suspected by either governments. They also see companies operating beyond Panau.
Robberies and theft[]
Associates and enforcers of the Bluewater Syndicate have a track record of robbing banks, stores, and other financial caches.
