The Black Hand is a faction in the canon Just Cause games and in multiple works of fan fiction. This article describes them in the Thresher's Solís project.
The Black Hand is a massive entity with many units worldwide. But by far the largest amount of soldiers is stationed in their homeland of SolÍs. To organize such a large force is a difficult task but yet the Black Hand's organization is very simple and effective.
Organization[]

Central Command (CENTCOM)[]
CENTCOM is the central command of every unit stationed in SolÍs. CENTCOM also acts as the REGCOM of the majority of the mountains.
Regional Command (REGCOM)[]

REGCOM's are 4 large areas responsible for the maintenance and construction of the infrastructure of their respective military command. REGCOM's can also act as military commands. For example if NAVCOM is unable to fullfill their tasks, Regional Command Sudo can temporarily take over and stabilize the situation.
Regional Command Norde[]
REGCOMN is the smallest of all REGCOM's and is responsible for the infrastructure of AIRCOM.
Regional Command Este[]
REGCOME is responsible for the infrastructure of ARMCOM.
Regional Command Sudo[]
By far the largest REGCOM. Sudo is responsible for the infrastructure of NAVCOM. Thanks to Sudo's size and advanced infrastructure it can also act as a second CENTCOM.
Regional Command Westa[]
REGCOMW is a special REGCOM as it is resposible for SPECCOM, the military command responsible for everything Intelligence, Counter-Intelligence, Black-Ops, Spec-Ops and so on. You will not find a single Army, Navy or Air Force soldier here, as SPECCOM has their own security force: RAID.
Military Command (MILCOM)[]
MILCOM's are responsible for the deployment, maintenece and training of their respective branch. If required, any MILCOM can support SECOPS if they are overwhelmed with a task.
Army Command (ARMCOM)[]
Army Command is the largest branch of the Black Hand, having a total manpower of 345.981 active soldiers.

Naval Command is the smallest MILCOM with a total manpower of 98.875 active soldiers.
Air Command (AIRCOM)[]
Air Command is the second smallest MILCOM having a total mapower of 198.987 active soldiers.
Special Command (SPECCOM)[]
Special Command is the most secretive MILCOM as its task include everything between intelligence gathering to counter-intelligence to Spec-Ops all the way to Black-Ops. The total manpower of SPECCOM is unkown but it is rumoured to be something between 20.000 - 50.000.
Rapid Attack Infiltration Division (RAID)[]
RAID is the security division of SPECCOM. They have no authority over any soldier of any other MILCOM, are however superior to any soldier withing REGCOMW.
Air Infiltration Command (AIP)[]
The AIP is a Special Operations Group withing SPECCOM, however AIP infrastructure is managed by AIRCOM and a majority of AIP personell are AIRCOM subordinated. The total manpower of the AIP is unknown but romored to be something between 1.000 - 1.500.
Security Operations[]
SECOPS acts as the Black Hand's military police for ARMCOM. NAVCOM and AIRCOM. SECOPS is comparable to the Police. During times of peace they are only responsible for policing within the mentioned MILCOM's and have no authority over civilians. However in times of war and general unrest, SECOPS operatives have the same authority as Police Officers, sometimes even completely taking over them.
Military Security Command (MILSECCOM)[]
MILSECCOM's are small units withing their respective MILCOM and support SECOPS with assignments within their respective MILCOM (For example ARMSECCOM supports SECOPS with assignments within ARMCOM).
Air Security Command (ARMSECCOM)[]
AIRSECCOM is the MILSECCOM of AIRCOM.
Army Security Command (AIRSECCOM)[]
ARMSECCOM is the MILSECCOM of ARMCOM.
