A Horrible Response is the fourth mission of Just Cause 5 (fan fiction spin-off by Anonymous230385).

December 23rd, 2043.
Samuel Rodriguez and his original squad of five return to Eastamerican for rest and recuperation. Samuel is suddenly interrupted by Sheldon.
Samuel, we've got a problem. There's a fire in Los Angel, but this is no ordinary fire. Anyone who gets close to put it out gets killed mysteriously. And by mysterious, I mean they are GUNNED DOWN. The Agency has decided to dispatch you to investigate before they send in any troops.
Terrorists. Who would harass our civilian population?
A few hours pass. Samuel arrives in Los Angel. Immediately gunfire erupts around him.
Samuel dives to the side. He spots multiple unidentified snipers.
Samuel slips to the side and ambushes one of them. The Oceanic flag is imprinted on one of their shoulders, but this soldier does not look ordinary.
Special forces. What are they doing all the way over here?
As if on cue, a rocket streaks toward him. Samuel dives to the side and grapples to where it came from.
OSRs and ORLs... these guys must be professionals.
Samuel then eliminates the remaining ambushers.
Sheldon, I've encountered Oceanic Military Special Forces. I think that is what is happening in downtown LA. Get the local authorities to evacuate everyone around the fire!
10 minutes pass. Samuel gets to downtown LA and sees the fire rapidly advancing.
Samuel goes forward... and multiple shots streak toward his position. In a quick-time event, Samuel avoids all of them and grapples to one of the snipers.
I'll borrow this... Samuel says as he throws the sniper over a rooftop.
Samuel is then tasked to eliminate the remaining snipers. It's hard to see with all the rooftops and fire and smoke, but objective markers make it easy to spot the snipers.
Samuel eliminates the snipers, and then three H-60 Night Eagles fly in with some kind of package.
The packages are dumped and water gushes from them. The fire is instantly smothered.
Mission accomplished Sheldon.
Good work Rico- I mean Samuel. You really remind me of your dad.
