The Sakakan Ministry of Defense file reveals:
"A helicopter originally planned for production after the King Tiger, the plans were stolen by a Communist sympathizer and subsequently made its way to the Communist Liberation Army. So far, only one is known to have been built, but the main worry is where are the Communists getting the materials?"
